On January 1st, 1974, it came into effect. In 2006, it changed its name to International Transportation Forum (ITF). A permit known as a UBAK document is given to companies that meet the requirements established by the Ministry of Transportation, Maritime, and Communication at the beginning of each year. This permit, which has an accompanying logbook that has been properly filled out and is used for transportation between member countries, is given out within the quota that the Secretariat sets for member countries.
